Meet D’Andre Lampkin

Rooted in Service

D’Andre Lampkin is an American law enforcement professional, nonprofit founder, healthcare entrepreneur, public servant, and community resilience advocate whose work spans public safety, emergency management, civic leadership, healthcare staffing, and humanitarian service. He is the founder of the D’Andre D. Lampkin Foundation, a 501(c)(3) nonprofit organization dedicated to building stronger, more resilient communities through education, health, food security, youth development, emergency preparedness, civic engagement, and volunteer-driven social good initiatives.

Raised in South Central Los Angeles, Lampkin grew up witnessing the effects of poverty, gang violence, instability, and limited opportunity on families and neighborhoods. Those early experiences helped shape his understanding of how deeply community conditions can influence safety, opportunity, hope, and resilience. Rather than allowing those challenges to define his future, he committed his life to public service and to helping create pathways for others to overcome adversity.

Public Safety, Emergency Management & Community Leadership

Lampkin’s career in law enforcement has been marked by a commitment to service, community engagement, youth education, and compassionate response during moments of crisis. Throughout his tenure, he has earned commendations for quality of service, mental health crisis response, community outreach, and efforts to strengthen relationships between public safety professionals and the communities they serve. His work reflects a belief that public safety is strongest when it is rooted in trust, preparedness, accountability, and meaningful connection with the public.

In addition to his law enforcement career, Lampkin has served in emergency management and disaster recovery roles that have strengthened his focus on community resilience. His work has included planning, coordination, public education, interagency collaboration, and support for recovery initiatives that help communities prepare for, respond to, and recover from emergencies. These experiences continue to influence the Foundation’s long-term vision for a Center for Community Resilience, a place where preparedness, partnership, service, and sustainable community support can come together.

Lampkin is also the Founder and Chief Executive Officer of Care Staffing Professionals, a healthcare staffing solutions company that supports healthcare facilities and creates employment opportunities for healthcare professionals throughout California. His work in healthcare entrepreneurship reflects the same broader commitment that guides his public service and nonprofit leadership: building systems that support people, strengthen communities, and respond to real human needs.

As a civic leader, Lampkin serves as a City Planning Commissioner for the City of Ontario, where he contributes to conversations about responsible growth, community development, land use, and the future of one of Southern California’s most dynamic cities. He has also served as Vice Chairman of the Los Angeles Region Community Recovery Organization, Board Member for the Esperanza Scholarship Foundation, and Board Member for the Creekside West Village Master Association in Ontario, California. Across these roles, Lampkin has remained focused on collaboration, civic participation, and the belief that communities are strongest when residents, nonprofits, businesses, educators, and public agencies work together.

Building Stronger Communities Through the Foundation

Through the D’Andre D. Lampkin Foundation, Lampkin has helped advance programs and initiatives focused on food security, scholarships, youth development, disaster recovery, health and wellness, community events, volunteerism, and public education. The Foundation’s motto, “Building Stronger, More Resilient Communities, Together,” reflects his belief that lasting community transformation requires more than temporary assistance; it requires sustained investment, shared responsibility, and the courage to build solutions from within the community itself.

Research, Writing & Thought Leadership

Lampkin’s academic and professional background further reflects his commitment to public service and policy-informed leadership. He earned a Bachelor of Science in Criminal Justice Administration and a Master of Science in Homeland Security and Emergency Management with High Honors from National University.

His published work reflects the breadth of his public service, policy, public safety, and civic leadership interests. His writing has appeared in Western City Magazine, published by the League of California Cities, where he addressed local government and planning issues affecting California communities in the article “Practical Strategies for Balancing State ADU Goals With Neighborhood Capacity.” His research in environmental law and public policy has been associated with the William & Mary Environmental Law and Policy Review and the University of Oregon’s Journal of Environmental Law & Litigation; the University of Oregon describes JELL as a forum for scholarship on environmental and natural resources law. In the field of mental health and public safety, his article “Lessons Learn by Peace Officers Working In Mental Health Collaboratives” was published in the International Journal of Emergency Mental Health and Human Resilience, examining how law enforcement agencies can improve responses to incidents involving mental illness.

Recognition & Continuing Vision

Among his most meaningful honors, Lampkin achieved the distinction of being named California Law Enforcement Officer of the Year for Community Service by the American Legion, recognizing his commitment to public safety, service, and community engagement. He has also received National University’s Top Scholar Award, the Emerging Leadership Award, the Artist In Music Humanitarian of the Year Award, and The World Networks’ Community Enrichment Award for contributions to Puerto Rico disaster recovery following Hurricane Maria.

Today, D’Andre Lampkin continues to build across sectors as a public servant, nonprofit leader, healthcare entrepreneur, civic voice, and advocate for resilient communities. His work is grounded in the belief that people closest to the challenges are often closest to the solutions — and that with the right partnerships, resources, and leadership, communities can become stronger, safer, healthier, and more prepared for the future.
